Who will benefit?
- NHS-employed staff looking to provide AE services to other TrustsStaff employed by contractors providing an AE service to NHS TrustsStaff employed by consultants or contractors wishing to provide AE services to NHS Trusts
- This course forms part of the Registration requirements to become an AE with the Institute of Healthcare Engineering and Estate Management. If you are looking to register with IHEEM as an AE then you should attend this course

Aim
This qualification provides a means of developing and assessing the knowledge and skills of an Authorised Person wishing to become an Authorising Engineer, as outlined in HTM00. This is a core qualification for those wishing to progress to an Authorising Engineer role in a healthcare engineering ‘specialty’ area.

Objectives
Delegates will undertake the following modules and acquire the skills and knowledge to:
UK Health Organisations
- Accurately differentiate between the roles of commissioning and providing services
- Explain at least three effects of patient choice on the range of healthcare providing bodies
- Accurately describe the role of compliant engineering services in meeting healthcare standards
- Accurately explain the main powers of the Healthcare Commission
- Accurately explain the main powers of the HSE inspectors
Roles, duties and responsibilities of CPs, APs and AEs
- Fully understand and appreciate the legal implications of a Duty of Care
- Plan an effective and comprehensive audit programme for a process
- Comprehensively review skill management aspects of quality procedures
- Accurately explain how limitations to competence can be managed in a system
Safety
- Accurately and comprehensively describe the role of a quality model in developing best practice
- Justify, to the satisfaction of the assessor, the constructive conclusions drawn from a review of incident records
- Accurately assess an organisation using a safety culture matrix
Health and Safety
- Accurately define the origin of and importance of the statutory duty of care requirements
- Obtain appropriate guidance in interpreting or applying health and safety law
Law
- Precisely explain the meaning of negligence in the context of providing a professional service
- Accurately explain the purpose of public liability insurance and professional indemnity insurance
- Correctly determine the principles of the laws of contract
Audit
- Appropriately illustrate how quality management is used for continuous improvement
- Determine if a written procedure is being appropriately carried out in practice
- Evaluate appropriateness of a record management system
Investigation
- Identify all relevant statutory and mandatory incident reporting systems
- Analyse incidents to determine root causes
Confidentiality
- Explain the impact of the data Protection Act
- Recognise the importance of confidentiality in legal relationships
- Describe the importance of discretion in personal relationships
Records
- Recognise the importance of making and keeping accurate records
- Understand the formats that records may be kept in
- Know the rules for record retention in the NHS
Interviewing
- Demonstrate how to structure an interview
- Use a range of communication skills
- Understand how to document an interview
Feedback
- Identify the appropriate means of providing feedback
- Explain the importance of balance in presenting a report
- Recognise the impact of negative news
Competence
- Explain what constitutes competence
- Identify the competencies required of an Authorising Engineer
- Demonstrate how competence can be assessed
Mentoring
- Explain the complimentary roles of mentoring and coaching
- Develop a mentoring strategy
- Recognise and apply the skills of a mentor
Accreditation
This course is accredited at level 5 by EAL (SEMTA awards Ltd)
